Description

Overall objective:

Provide technical assistance to the political and sectoral dialogues between Mexico and the European Union, supporting the implementation of all pillars of the Strategic Association and the Global Agreement and its modernization, as well as other relevant agreements and dialogues resulting from the relationship between the European Union and Mexico.

Specific objectives:

SO1 – Support the logistical organization of political and sectoral dialogues on priority issues of mutual interest for the European Union and Mexico.
SO2 – Support context analysis and preparation of technical reports within the framework of political and sectoral dialogues, including recommendations for both partners.
SO3 – Support the identification of cooperation priorities aligned with the 2021 – 2027 MIP in accordance with the Multiannual Regional Indicative Programme.
SO4 – Foster greater understanding and adherence by the decision-makers involved in the dialogues, on the external dimension of the European Union’s policies and its specific initiatives carried out and to be implemented in the country.
SO5 – Give visibility to the recommendations made by both parties in the dialogues and their implementation, particularly the ongoing and expected results related to the modernization of legislation and public policies aimed at meeting the Sustainable Development Goals.

Main sectors of intervention:

a) Support for the modernisation and implementation of the new Global Agreement, including democratic governance, rule of law, security and justice, human rights, trade and sustainable development and health resilience linked to vaccine production.

b) Global environmental challenges in particular, biodiversity, transport and sustainable mobility, energy efficiency, ecosystems, climate change.

c) Social cohesion and reduction of inequality, employment, migration and civil society.

Global Gateway

The activities contemplated by the ToR focused on the Global Agreement and structured sectoral dialogues, when prioritising demand, have been articulated with the MIP, the Global Gateway strategy and Team Europe. The technical assistance services have also involved, in a trilateral manner, federal and state institutional counterparts supporting, in addition to the dialogues initially contemplated in the ToR, the following actions framed in the Global Gateway/Mexico strategy:

i) Sonora Plan, ii) Railway reform (Tran-Istmo), iii) Health self-sufficiency plan, iv) Water resources plans, v) Sargassum management plan, Renewable energy (green hydrogen).
